The Eternal Train

The council passed a law stating that anyone over twenty years old without an occupation approved by the council is not allowed to use the train facilities. All laws in the world are apparently enacted to serve the common good, but in reality, only the interests of the lawmakers matter. For example, the law banning the acceptance of war refugees was passed at the United Nations in just two days. They proposed it themselves, voted for their own proposal, and it was enacted. They decided to prevent refugees from setting foot in their countries. Why did they not address the other problems of refugees?
