The purpose of this book is to explain and, as far as possible, theorize the fact that foreign policy of countries is not merely the result of official-declared decisions and other reductionist causes; rather, based on comparative study evidence of the foreign policies of China, India, and the Islamic Republic of Iran and the modeled theory presented in this book, foreign policy is the outcome of a very complex and multifaceted process referred to here as “political economy and foreign policy.” Therefore, the author’s endeavor in this work is to elaborate this theory, provide a pattern or model, and test it through a comparative examination of the political economy of foreign policy in China, India, and the Islamic Republic of Iran after the collapse of the Soviet Union or during the era of accelerating economic globalization.
