Between 1956 and 1966, Iran used two groups of foreign consultants, known as the Harvard Consultants, for drafting its third and fourth development plans. The heads of these groups compiled and published their conclusions and assessments of Iran after returning to the United States. The second group’s leader, Thomas McLeod, had his book translated and published by Ali Azam Mohammad Beigi. However, there was no news about the first group’s book or its translation, although McLeod frequently references the first group in his book.
